If delivering 2 months early, why do doctors want to delay the birth with drugs?

My brothers wife was rushed to the hospital for going into labor early. Now they want to delay it for weeks? Her water broke and a normal amount of it came out so how does that (not having anymore amniotic fluid) and the drugs effect the baby? The baby is already about 6 pounds.
